A community that did not trust you, or elders pressing to change a list

Community engagement is the core competency for every field post, because no project survives without the community's acceptance. The question comes in two forms: “Tell us about a time you worked with a community that did not trust your organisation” and “An elder pressures you to add his relatives to the beneficiary list; what do you do?” Both are answered with the same method and, ideally, the same STAR story. The panel is listening for four things: did you understand the community before acting, did you make the selection transparent, did you hold the criteria without a fight, and did you keep access afterwards.
- 1Understand first. Who are the groups: elders, the women's group, religious leaders, minority clans, displaced families and hosts, youth? What happened before: an NGO that registered people and never returned, a list that was seen as clan-biased? Enter through the district authority and the recognised elders, but do not stop there.
- 2Make the criteria public before registration starts: an open meeting with all groups, the criteria in Somali on a poster, a selection committee that includes women, minority members and people with disabilities, and a complaints desk on registration day.
- 3When pressed, stay polite and never argue in public. Take the elder aside. Explain that the criteria come from the assessment and the donor agreement, not from you, and offer the legitimate route: the committee verifies the households he names, and those who qualify are added, those who do not are not.
- 4Report the pressure to your supervisor and the security focal point the same day, in writing. Never handle it alone and never make a private deal. Your safety and the project's neutrality both depend on this.
- 5Close the loop. Tell the community what changed after verification, post the final list, and keep visiting after the distribution. Trust is built in the second round, when people see you came back and did what you said.
